Shura Council to host Ministers of Finance and Economy on Monday

Muscat: The Shura Council will host on Monday, Sultan Salem Al Habsi, Minister of Finance, to discuss the draft state budget for the year 2026, and Dr. Said Mohammed Al Saqri, Minister of Economy, to review the Eleventh Five-Year Development Plan (2026–2030).

The session will be held in camera, in accordance with Article (52) of the Council of Oman Law. Said Ahmed Mohammed Al Nadabi, Secretary-General of the Shura Council, who noted that the Council will convene its Third and Fourth regular sessions for the third annual sitting (2025–2026) of the Tenth Term on  Monday and Tuesday, December 1 and 2.

He added that during the third session, the Minister of Finance will present the key foundations and considerations on which the 2026 state budget has been built.

The session will also review estimates of public revenues and expenditures, public debt management, the assumed oil price in the budget, the expected deficit and financing plan, inflation rates, as well as development and investment spending for 2026. Financial, economic, and monetary indicators for 2025 will also b presented, along with an overview of potential economic and fiscal risks anticipated in 2026.

He explained that the Economic and Financial Committee of the Council ha thoroughly examined the draft budget for the 2026 fiscal year through a series of meetings and consultations held earlier, during which specialists from various related sectors were hosted.

The committee has prepared a comprehensive report covering financial and economic indicators, data, and projections, along with recommendations that support national priorities and align with the objectives of the Eleventh Five-Year Development Plan and Oman Vision 2040.

The session will also include the approval of the committee’s report on the 2026 draft state budget.

The Council will discuss with the Minister of Economy the Eleventh Five-Year Development Plan (2026–2030), during which he will review its key features, sectoral priorities, and major development projects.

 The Secretary-General noted that the Council, through all its standing committees, has examined the plan and discussed its various aspects in detail.

He also indicated that the session will include briefings on several draft laws referred by the government, including the draft Unified Law for International Land Transport among the GCC states and proposed amendments to certain provisions of the Personal Data Protection Law.

The Secretary-General concluded that the fourth regular session, scheduled for Tuesday, December 2, will be dedicated to discussing and approving the draft Law on Sports Institutions.
