HH Sayyid Bilarab presides over closing of Murtakaz leadership programme

Muscat: HH Sayyid Bilarab bin Haitham Al Said, Minister of State and Governor of Muscat, presided over the closing ceremony of the Murtakaz programme, a leadership initiative organised by the Royal Academy of Management to strengthen the capabilities of heads and directors of offices of government unit leaders and enhance institutional performance across Oman.

The programme forms part of the Academy’s broader efforts to reinforce the government leadership system and improve the efficiency of public institutions in line with the objectives of Oman Vision 2040. It is designed to empower heads and directors of government offices as strategic partners in leadership support, decision-making and institutional integration.

Speaking at the ceremony, Dr. Ali bin Qasim Al Lawati, President of the Royal Academy of Management, said the programme reflects the Academy’s commitment to developing the government leadership system by investing in roles that serve as the vital link between leadership and implementation.

He emphasised that empowering heads and directors of government offices is fundamental to improving institutional efficiency, accelerating implementation and supporting high-quality decision-making. He added that the programme’s true value lies in transforming knowledge into sustainable institutional practices that strengthen organisational integration, improve performance and prepare the public sector to meet future challenges.

Programme supervisor Maha bint Mohammed Al Habsi said the Murtakaz programme was developed following a comprehensive assessment of the target group’s needs, creating an integrated learning experience that combined theoretical knowledge, practical application and exposure to local and international best practices.

She noted that the programme concluded after a rich learning journey that enhanced participants’ leadership capabilities, strengthened decision-making and communication skills, and reinforced their ability to support senior leaders while improving institutional performance.

The programme brought together 68 participants from civil, military and security institutions. Its curriculum was based on an in-depth study of the operational realities and requirements of government leadership offices, while drawing on international experiences to ensure relevance to Oman’s evolving governance environment.

Participants completed a leadership camp in Jabal Akhdar (Green Mountain), attended in-person learning modules and specialised dialogue sessions, and undertook international study visits to Singapore, the United Kingdom, and the Netherlands to examine global best practices in governance, innovation, institutional coordination and digital transformation.

The programme also featured dialogue sessions with senior officials, dignitaries and experts covering leadership, national security, institutional integration, decision-making and the application of national expertise, enriching participants’ professional experience and strengthening their readiness to perform key leadership support roles.

Participant Eman Al-Sayabi described the programme as a unique leadership experience that deepened participants’ understanding of the strategic role played by heads and directors of government offices in strengthening institutional performance. She added that it also fostered professional networks built on collaboration, integration and knowledge-sharing.

Another participant, Ahmed Al-Khatri, highlighted the programme’s blend of academic learning, practical experience and international exposure. He said overseas visits provided valuable insights into global practices in governance, government coordination, innovation and digital transformation, broadening participants’ professional perspectives and preparing them to respond to rapid changes.

The Royal Academy of Management said it will continue developing high-quality leadership programmes that align with national priorities, support institutional transformation and cultivate a culture of excellence and innovation, contributing to Oman’s vision of a resilient, future-ready and sustainable public sector.
