Muscat: Oman Human Rights Commission (OHRC) and the General Federation of Oman Workers signed a joint memorandum of cooperation (MoC) today at the Commission's headquarters.
The MoC aims to establish an institutional framework for coordination and integration between the two sides, and to consolidate the bonds of cooperation in areas of mutual interest. This contributes to protecting and enhancing human rights, upgrading the work environment, and safeguarding workers' rights in the Sultanate of Oman.
The memorandum was signed on behalf of Oman Human Rights Commission by Dr. Rashid Hamad Al Balushi, Chairman of the Commission, and on behalf of the General Federation of Oman Workers by Nabhan Ahmed Al Battashi, Chairman of the Federation's Board of Directors.
This memorandum stems from the national role undertaken by Oman Human Rights Commission in protecting the rights and freedoms guaranteed by the Basic Statute of the State and the international charters and conventions to which the Sultanate of Oman has acceded, based on its system issued by Royal Decree No. (47/2026). It also integrates with the goals and objectives of the General Federation of Oman Workers aimed at looking after workers' interests, improving working conditions and circumstances, defending their rights, and representing them in local, regional, and international forums.
The memorandum stipulated broad areas for bilateral cooperation, including joint coordination in human rights awareness and education, and proposing plans, programs, and mechanisms capable of disseminating a culture of human rights in general and workers' rights in particular. It also covers the exchange of publications, literature, studies, research, information, data, and statistics, as well as exchanging visits, holding dialogue sessions and meetings, providing advice, and organizing and holding conferences, symposia, workshops, and joint training programs aimed at building capacities and developing competencies in areas of mutual interest.
The MoC also included cooperation in preparing specialized reports and studies, studying national legislation related to the labor sector, and providing proposals and recommendations to develop them in a manner that aligns with the Basic Statute of the State, international human rights standards, and international labor standards. This is in addition to enhancing field coordination and information exchange regarding the monitoring of observations and complaints related to workers' rights in the private sector work environment, and taking the necessary actions regarding them in accordance with the prescribed legal tasks and jurisdictions of each party.
The memorandum defined communication and implementation mechanisms to follow up on the activation of the cooperation clauses, and the scheduling of joint meetings to discuss areas of joint action. This ensures the sustainability of institutional cooperation and the provision of a fair and motivating work environment that serves comprehensive development in the Sultanate of Oman.
